Road traffic is a complex dynamic phenomenon whose management, control and utilization require efficient information support. The support includes observation, modelling, forecasting, and transmission of information to users. One of the most difficult problems related to these tasks is a proper joining of information provided by traffic and weather observation stations, on-line adaptation of joint information to user needs and its on-line distribution. Since these tasks still essentially depend on human operators in centralized institutions their improvement requires innovative development of intelligent and distributed information processing systems. The main goal of the proposed MOTRAC project is to contribute to this endeavour by providing machine intelligence based upon learning from examples and to utilize for on-line information distribution commonly used communication channels. Recent research in the EU 7FP project Roadidea has already shown how this can be achieved, and hence, the next step is to develop corresponding products that could be offered to the society. Our aim is to provide for innovative on-line statistical modelling and prediction of traffic activity, driving conditions, and critical states based on data supplied by traffic and environment observation stations, as well as for a simple on-line exchange of information with two way communication. For this purpose we shall first of all consider non-parametric modelling and communication over cell-phones and internet. Since standard equipment is applicable for this purpose, our approach does not require any investment into infra-structure while it could significantly contribute to advancement of traffic information support due to innovative information processing. Problems related to this task could be completely solved by innovations emerging from collaboration between various SME and RTO that offers new possibilities for improvement of roads traffic properties by employment of numerous small partners at the development of its distributed structure.
